What does that mean?
Open data means sharing — not giving away. Others may reuse your contributions: a neighbouring municipality, the newspaper, a map service, even commercially. That's the point of an open portal.
But your name stays attached. Anyone who uses your content must credit you as the source. That is exactly where CC BY-SA differs from releasing something into the public domain: you share the use, not the authorship.
And it stays open. The "SA" stands for "share alike": anyone who builds something new from your contribution and publishes it must release the result under the same licence. That way nobody can take your work and hide it behind a paywall.
If you want it differently, just ask us. A company that Schleswig-Holstein.App-content in a closed product can't do so under CC BY-SA — that requires a separate agreement with us. That's exactly what the second sentence above is for. You keep the copyright to your content, and you can still use your contributions anywhere yourself.
You are responsible for your contributions. Only upload what you hold the rights to — no photos by others, no copied texts, no pictures of people without their consent. If someone makes claims because of your contribution, you bear the consequences and indemnify us.
